History:
Evie's parents met when they were both operatives for the Russian government. They had a short affair that ended badly when Natasha was forced to marry Alexei Shostakov, the Red Guardian, and James was put back into cryogenic storage until the Winter Soldier was needed for another mission. It would be years before the two met again, but when they did, they resumed their relationship.
James was understandably hard hit by 16-16. But due to his own experience of being presumed dead, Bucky basically refused to believe or accept that Steve was really gone. He became obsessed with 'finding' Steve, where ever he may have ended up.
