Governor Spall took a stand and called a halt to the terraforming that was killing the indigenous life of New Dallas. Unfortunately, his political rivals thwarted his wishes and continued the terraforming anyway.

When faced with the choice between establishing a human colony in New Dallas and preserving the first multicellular alien life discovered, Governor Spall had a difficult decision to make. He had already reached his term limit, and so wasn't trying to get re-elected. He put scientific advancement and his own conscience above the stiff financial and religious opposition, and decided that the terraforming had to stop.

His opponents, notably the Sunshine Group and Monsanto Corporation, destroyed him politically and continued the terraforming. Now very little is known of the life form that was once indigenous to New Dallas.
