History:
Evie's parents met in the late 1950s when they were both operatives for the Soviet government. They had a short affair that ended badly when Natasha was forced to marry Alexei Shostakov, the Red Guardian, and James (who was beginning to break through his programming) was put into cryogenic storage until the Winter Soldier was needed for another mission. It would be decades before the two met again, but when they did, they resumed their relationship.
James was understandably hard hit by 16-16. But due to his own experience of being presumed dead, Bucky basically refused to believe or accept that Steve was really gone. He became obsessed with 'finding' Steve, where ever he may have ended up.
But a year later, something happened that actually proved to be a distraction from the obsession for a little while. James and Natasha had a baby girl, who of course, they named Stevie, reaffirming the family's connection to the legacy of Captain America.
James and Natasha were thrilled with Stevie, or Evie, as they eventually nicknamed her. Evie travelled with her parents all over the world on their various missions for S.H.I.E.L.D, or their various missions to clean up messes from their pasts (this happens a lot with them), or to follow leads on Steve's apparent 'death'. And when she was old enough, they began to train her (because of course they did) and teach her to speak a number of languages. Over the years, Evie's training continued with other members of the Captian America family, such as Sharon Carter and Sam Wilson.
Eventually, Bucky's obsession with proving that Steve was not dead started to chip away at the family's happiness. Natasha became more and more fed up with what she saw as a lost cause, and Bucky, frustrated at being no closer (and yet feeling for sure that he was right), was spending more and more time away from his partner and daughter. James and Natasha basically split up when Evie was 14. She has been living with her mother for the last while, as her father became more and more reclusive.
Evie adopted the code name "Nomad", not only because it was once used by Steve Rogers, but also because of her family's tendency to move around so much. She has another reason for taking this name, but it's not one she talks about very much.
Powers and Skills:
Evie has no innate powers. However, as both her parents were exposed to numerous experiments that have slowed down their aging (in Natasha's case the biotechnological and psycho-technological enhancements as part of the Red Room programming; for Bucky, numerous stints in cryogenic storage and then the life-saving dose of the Infinity Formula he received) it is not currently known how or if this might affect Evie.
Evie is an extremely accomplished martial-artist and hand to hand combatant. She has been trained in disciplines such as karate, aikido, and boxing. She knows how to use a variety of weapons (guns, knives, grenades, stun disks, stinger gauntlets), and has even practiced with a replica of Captain America's shield. Evie is also skilled in intrusion and advanced scouting.
From Sharon Carter, Evie learned more about troop tactics, and from Sam Wilson, she has been trained in the basics of aerial combat. (Evie desperately wants a pair of her own Falcon flight wings, but this is one of the few times where her parents maintain a consistent 'no way'.)
Evie can speak English, Russian, German, French, Spanish, and Japanese. Obviously, her fluency in English and Russian is that of a native speaker.
She is a bit of a gadgeteer, designing her own version of the standard, Nomad stun disks, and has managed to keep operational a prototype 'Redbird' drone that formerly belonged to the Falcon. Evie is very fond of this drone and has named it 'Redthing' because of its cantankerous nature. The goggles she wears as part of her uniform are fit with a variety of changeable lenses; night-vision, thermal and binocular.
After finding out that her dad was right all along and that Steve Rogers was still alive (but unable to be Captain America), Evie was lent Cap's shield by Steve himself. She is both thrilled and terrified to have received this gift.
